>> today who talking about an important change to our national delivery system. over the past couple of years we have been advancing this idea of making changes to our schedules. an important part of our strategy and returning back to financial stability. we are out a point where it is necessary to make that move. i would like to spend a couple minutes discussing the financial reasons for this delivery schedule change. and since 2008 we have seen a steady decline and the united states mail. people pay their bills on line. it is simple, easy and free. you cannot beat free.

on the other hand, people do not like to receive a hard copy bills and statements. the fact that businesses continue to send mail to the home it shows that people really do value the mail that they received. they make their payments on line though. this has put tremendous financial pressure on the postal service. the biggest question is can we add that to these changes in the marketplace? this results and a major and balance between costs and revenue. this past year the postal service posted a financial loss of $15.9 billion. by any measure that is unsustainable and unacceptable. a 15 to $29 billion loss 11.4 billion

was the amount we were obligated to pay the treasury to cover our health benefits. we went into default on these payments but because we did not have the funds. we operate like a business. we generate all of our business through the sales of our businesses. we do not retain the tax dollars. we also do not have a way to reduce the cost of the way the business works. to get some perspective of our situation, a typical large organization would have cash on hand or borrowing ability. and october of this year the postal service has up to four days of cash on hand. that is a scary business fsituation for a business to

be in. we face some major hurdles to return to financial stability. we need to generate nearly $20 billion in cost reduction and revenue increased and close the budget cap and be able to repay our debt. this is why we have been directed to take every necessary step to continue our operations. we will be accelerating these efforts moving forward. since 2006 we have made tremendous cost reductions. we have laid off people. reduced the cost

line by $15 billion. we consolidated over 200 processing facilities and deleted routes. i of another organization public or private backing claim that a comparable level of cost reduction. this is all while still continuing to achieve high levels of performance. despite all of these efforts we still have a large budget gap. today we are announcing that we're moving forward with the change to our national delivery schedule. the new delivery schedule will result in a $2 billion annual cost reduction. it is an important part of our

return to financial stability. beginning the week of august 5th this year the postal service delivery schedule will consist of six days of a package delivery and five days of mail delivery. the past years we have proposed moving to a five day schedule for both male and packages. our new approach is based on a great deal of customer influence we have heard over the last six or seven months. there is a strong demand for package delivery on saturday. what we are announcing today is not complicated. there will be no changes in terms of post office hours. we will continue to deliver mail to post office boxes on saturdays, that is important for a number of businesses. regular mail will run on monday through friday and we

>> 7:12 a.m.. police say two people were in the truck when it crashed and ended up halfway off the ramp at sprint and against a pillar. this is a fort lauderdale. when the people inside the truck has been transported to a hospital and their condition is still unknown. this happened about 2:00 in the morning. you can really see how lucky this driver was. it's nasa can't

crews remain on the scene at a house on the san leandro waterfront where they put out a one alarm fire earlier this morning. it have on the corner of marina boulevard and neptune drive. they came in just before 5:00 this morning. so far, no reports of any injuries. 2 men have been arrested in connection with the burglary and los altos. a witness called police after he said he saw the suspects burglarize a stolen union. the suspects fled in a dark colored pickup truck. officers located the vehicle shortly afterward. both men are facing a number of theft related charges including conspiracy and possession of stolen property. >> the city of richmond is in the running for $1 million federal grant to start and neighborhood revitalization program. the program would target neighborhood struggling with theft, prostitution and a blight. richmond police

and we are still looking at a few slow spots. 680 is probably one of the worst still because of a disabled big rig. there are a couple of accidents on 680, the latest of which is southbound at st. boulevard. it is on the shoulder but adding to the delayed coming down from martina's on 680 and from concord on 242. the disabled big rig had its brakes locked up for nearly an hour now id has been blocking the right lane just passed a connection between 242 and 680 southbound. better news for the ride on 680 this accident cleared to the shoulder. it is still slow from stone ridge southbound getting into mlb this is going at about 89 minutes to your drive time. the commute to the san mateo bridge is slow because of an earlier occurring accident at colander road. the left traffic backed up on 880 southbound. it is left drive * 18 minutes on instead of the usual 11. where is a
